Fall Protection Planning for California Construction Projects
Aug 13, 2026Falls remain one of the most serious hazards in construction. Effective planning begins before employees are exposed, not after a superintendent sees someone working near an edge. Contractors should identify where falls may occur, select appropriate controls, and coordinate the work so protections remain in place as the project changes.
A fall protection plan should be specific enough to guide supervisors and crews while remaining flexible enough to address changing work phases.
Identify all fall exposures
Review roofs, leading edges, floor openings, wall openings, shafts, scaffolds, ladders, aerial lifts, formwork, structural steel, excavations, and access routes. Consider lower-level hazards such as equipment, reinforcing steel, materials, and uneven surfaces that could increase the severity of a fall.
The assessment should include employees installing the protection, not only the workers who use it afterward.
Choose the right control
Guardrail systems, covers, scaffolds, platforms, personal fall-restraint systems, personal fall-arrest systems, positioning devices, and controlled access methods each have different applications. The safest option usually prevents the employee from reaching the edge or eliminates the need to work at height.
Personal fall arrest should not be treated as a universal solution. Anchor strength, clearance, swing-fall exposure, connector compatibility, rescue, and equipment inspection all affect whether the system will work.
Plan anchorage and rescue
Before issuing harnesses and lanyards, determine where employees will connect and whether adequate clearance exists. A system that stops a fall may still leave the worker suspended in a location that is difficult to reach.
The rescue plan should identify available equipment, trained personnel, communication methods, and emergency contacts. Reliance on calling emergency services alone may not address the need for prompt retrieval.
Inspect and document systems
Personal fall arrest systems should be inspected before each use, and defective components removed from service. California requirements also include periodic competent-person inspection and documentation for personal fall arrest systems.
Guardrails, covers, anchors, lifelines, and access systems should be included in routine inspections, particularly after weather events, material movement, or work by other trades.
Train and coordinate the workforce
Employees should understand the fall hazards, required systems, inspection steps, connection methods, limitations, and rescue procedures. General contractors should coordinate subcontractors so one trade does not remove protection needed by another.
